4th reference to your letter of the 15th June 1903 No.20834, and subsequent correspondence relating to the proposed Eastern Praya reclamation at Hong Kong, I am commanded by the Lords Commissioners of the Admiralty to acquaint you for the information of the Secretary of State for the Colonies, that They are unable to concur in the compromise arrived at by the local representatives of the Colonial Government, the War Office, and the Admiralty at Hong Kong, for the following reasons :-

In the first place it is observed that the proposed boundary of the West end of the Eastern Praya reclamation (Line O F on the Plan) is projected at an angle greater than a right angle to the existing frontage. This, Their Lordships cannot agree to, and it is considered that the boundary should be defined by a line drawn from the Eastern extremity of the Arsenal at the junction of Arsenal Street and Eastern Praya at right angles to the Eastern Praya,

Further, it is considered that if the Western end of the proposed Praya reclamation is to be constructed in the form of a Rubble Slope, then the toe of such slope should be to the East of the line indicated above, so that the works do not encroach on the water area Westward of the said line.
